The services are provided in accordance with the provisions contained in the following ICAO documents:
Annex 2 – Rules of the Air.
Annex 11 – Air Traffic Services.
Annex 4444 – Procedures for Air Navigation Services – Air Traffic management (PANS-ATM).
Doc. 8168 – Procedures for Air Navigation Services – Aircraft Operations (PANS-OPS).
Doc. 7030 – Regional Supplementary Procedures.
Differences from these provisions are detailed in subsection GEN 1.7.

Air Traffic Services (ATS) are provided in all airspace within and over the entire territory of Brazil, including its high seas as well as the airspace established under air navigation regional agreement.
NOTE 1: For the provision of ATS, the airspace under the responsibility of Brazil has been extended, by means of a Regional Air Navigation Agreement, to the 10 West (W) meridian, as described in Doc 8733/ANP/CAR/SAM² Air Navigation Plan ² Caribbean and South American Regions.
NOTE 2: In Brazil, Air Traffic Services are provided by the various ATS units subordinate to/under the jurisdiction of the Regional Organizations of SISCEAB, within the respective airspaces of responsibility contained in this publication

3 TYPES OF AIR TRAFFIC SERVICES

The following types of services are provided:
a) air traffic control service;
b) flight information service; and
c) alerting service.

3.1 Air Traffic Control Service
|
Activity established in order to maintain the air traffic flow orderly and continuous. It is provided at the following airspace:
a) Control Areas;
b) Terminal Control Areas;
c) Control Zones; and
d) Controlled Aerodrome Traffic Zones.

3.2 Flight Information Service
|
Activity established in order to provide useful notices and information for the efficient execution of flights. It is provided for the whole area of responsibility.
NOTE: The Flight Information Service may be provided by a Flight Information Center (FIC), within the respective airspaces contained in this publication.

Activity established in order to assure the readiness in activating the search and rescue resources. It is provided for the whole area of responsibility.
NOTE: The Advisory Service is considered a transition between the flight information service and the control service and will be provided to IFR flights in advisory airspaces or advisory routes (Class F airspace). Traffic assigned to this service must comply with the same procedures that apply to controlled IFR flights, except as provided for in ICA 100-37, item 8.4.2, (a) and (b).

4 COORDINATION BETWEEN OPERATOR AND ATS UNITS

The coordination between operator and the ATS units is
accomplished according to paragraphs 2.15 (13th edition) of Annex 11 and 2.1.14 and 2.1.15 of Part VIII, PANS/RAC (Doc. 4444/RAC 501/12).

5 MINIMUM FLIGHT ALTITUDE
|
The minimum flight altitudes on the ATS routes, as presented in section ENR 3, have been determined so as to ensure a minimum vertical clearence above the controlling obstacle in the area concerned.
