SBGR AD 2.20 LOCAL AERODROME REGULATIONS
|
|
|
|
1.1 Preferred Runway System
|
1.1.1. In meteorological conditions with a tailwind component of less than 7 knots, the preferred runway will be RWY 10R/10L. Such runway will normally be used in preference to RWY 28L/28R, provided the runway surface is dry.
1.1.2. When the runway in use is RWY 10R/10L with tailwind component, as per item 1.1.1, pilots who request authorization to use RWY 28L/28R must consider that their landing or takeoff may be delayed.
1.1.3. To optimize the aerodrome traffic flow, the runways are operated as follows:
- RWY 10R/28L: preferentially used for landing.
- RWY 10L/28R: preferentially used for takeoff.
|
1.2 High-Intensity Runway Operations (HIRO)
|
1.2.1 High-Intensity Runway Operations (HIRO) will be applied H24. HIRO enables a reduction in runway occupancy time, allowing for optimized separation between aircraft on final approach, between departures, and between landings and departures. This maximizes runway capacity utilization, minimizes the likelihood of go-arounds, and reduces both ground and airborne holding times. Pilots must adjust landing and takeoff to ensure Minimum Runway Occupancy Time (MROT).
|
1.2.1 . Approaches and Landings
|
Pilots must vacate the runway at the highest speed permitted by standard operating procedures and in compliance with safety rules, allowing ATC to apply minimum separation on final approach. All landing aircraft must ensure that the runway has been cleared completely before a complete stop. During landing, aircraft operators and pilots must select a suitable and feasible exit taxiway to ensure MROT. Pilots must vacate the runway via the designated taxiways listed below or advise Guarulhos Tower on first contact if not configured to use the following taxiways:
1.2.2.1. RWY 10R:
Aircraft CAT A or B: Taxiway T or U
Available distance from Runway Threshold 10R to Taxiway T: 1497m.
Available distance from Runway Threshold 10R to Taxiway U: 1795m.
Aircraft CAT C, D or E: Taxiway BB or CC
Available distance from Runway Threshold 10R to Taxiway CC: 2450m.
1.2.2.2. RWY10L:
Aircraft CAT A and B: Taxiway L
Available distance from Runway Threshold 10L to Taxiway L: 1061m.
Aircraft CAT C and D: Taxiway N or O
Available distance from Runway Threshold 10L to Taxiway N: 2212m.
Available distance from Runway Threshold 10L to Taxiway O: 2397m.
Aircraft CAT E: Taxiway N, O or FF
Available distance from Runway Threshold 10L to Taxiway N: 2212m.
Available distance from Runway Threshold 10L to Taxiway O: 2397m.
Available distance from Runway Threshold 10L to Taxiway FF: 2840m.
1.2.2.3. RWY28R:
Aircraft CAT A and B: Taxiway O or N
Available distance from Runway Threshold 28R to Taxiway O: 1155m.
Available distance from Runway Threshold 28R to Taxiway N: 1340m.
Aircraft CAT C, D and E: Taxiway L or DD
Available distance from Runway Threshold 28R to Taxiway L: 1951m.
Available distance from Runway Threshold 28R to Taxiway DD- LDA: 2340m.
1.2.2.4. RWY 28L
Aircraft CAT A and B: Taxiway T or U
Available distance from Runway Threshold 28L to Taxiway T: 1502m.
Available distance from Runway Threshold 28L to Taxiway U: 1204m.
Aircraft CAT C, D or E: Taxiway G
Available distance from Runway Threshold 28L to Taxiway G: 2487m.
|
|
|
1.2.3.1. Pilots must be ready for takeoff when they reach the holding point. Otherwise, inform the ground control.
1.2.3.2. Immediate line up as soon as authorized.
1.2.3.3. Start taxiing immediately after authorized (maximum expected reaction time: 10 seconds);
1.2.3.4. Category D aircraft or smaller shall be configured to take off from the following intersections:
RWY 10R - Taxiway G
Available distance from Taxiway G to Runway Threshold 28L: 2487m.
RWY 10L – Aircraft from aprons 3, 4, 5, 6 and 7: Taxiway H
Available distance from Taxiway H to Runway Threshold 28R: 3400m.
RWY 28R - Taxiway O or P
Available distance from Taxiway O to Runway Threshold 10L: 2397m.
Available distance from Taxiway P to Runway Threshold 10L: 3460m.
1.2.3.5. In the event that takeoff from the above intersections is not possible, the pilot must notify this when requesting the flight plan clearance.
1.2.3.6. Pilots must indicate their preference to take off from one of the intersections at the time of flight plan clearance.
|
|
|
1.2.4.1. Single-engine operations are not permitted before crossing the runway.
1.2.4.2. After fully vacating the runway, aircraft must hold short at the designated holding point near the adjacent runway and await further instructions.
1.2.4.3. Landing aircraft holding short of the runway must monitor the TWR frequency and should not request runway crossing. Aircraft vacating the runway must
NEVER
cross the adjacent parallel runway without first receiving specific ATC clearance. 1.2.4.4. After landing on RWY 10R/28L, aircraft destined for the aprons in the northern sector of the aerodrome must contact ground control frequency only after crossing and vacating RWY 10L/28R.
1.2.4.5. Once cleared, pilots must execute the crossing promptly.
|
1.2.4 Taxiway Excursion Risk
|
1.2.5.1. Turning is prohibited when corresponding pavement markings and lighting are not present.
|
|
|
2 Approach and Landing Operations
|
|
|
2.1.1. The approach must be conducted at the following indicated speeds:
2.1.1.1. 10NM from the runway threshold: 180 KT;
2.1.1.2. 5 NM from the runway threshold: 160 KT.
2.1.2 If speed restrictions are not required, ATC will issue a speed cancellation.
2.1.3. ATC-assigned speeds are mandatory. These speeds are applied for ATC separation purposes.
2.1.4. Aircraft unable to comply with these speeds must inform ATC and indicate the speeds they are able to maintain. In the interest of precise spacing, pilots are requested to comply with speed adjustments as promptly as possible within their own operational limitations, and to advise ATC if circumstances require a speed change due to aircraft performance needs.
|
3 Segregated operations under VMC (Visual Meteorological Conditions)
|
3.1. Segregated operations may be employed on the 10/28 runway system, with the use of visual separation.
3.2. The aerodrome operational minima for segregated operations under VMC are a ceiling of 1000 feet and visibility of 5000 meters.
3.3. Information regarding ongoing segregated operations and the approach procedure (IAC) to be used during such operations will be available on ATIS/D-ATIS, or in case of unavailability, via VHF.
3.4. In segregated operations under VMC, the pilot-in-command MUST:
3.4.1. Advise the TWR immediately if visual references are lost on final approach. Failure to report will indicate to ATC that the pilot-in-command has visual references below 1000 ft, and that visual separation will be applied in the event of a go-around;
3.4.2. Maintain visual separation from the aircraft departing the adjacent runway in the event of initiating a go-around;
3.4.3. Keep the other aircraft in sight until it no longer constitutes essential traffic;
3.4.4. Maintain wake turbulence separation when instructed to keep visual separation;
3.4.5. Inform ATC if additional spacing is deemed necessary due to wake turbulence; and
3.4.6. For aircraft in the HEAVY wake turbulence category, the words “PESADA”, “HEAVY” or “SUPER”, as applicable, shall be included immediately after the aircraft call sign at initial contact with ATC units.
3.5. When the departure and missed approach paths diverge by at least 15 degrees, segregated separation may be used.
3.6. Segregated separation may be applied when the wake turbulence category of the aircraft on final approach is not classified as HEAVY; and
3.7. Segregated separation may be applied when the wake turbulence category of the aircraft taking off from RWY 28 is not classified as HEAVY.
3.8. Phraseology
3.8.1. Phraseology to be used in segregated operations under VMC in the event of a goaround.
3.8.1.1. Information to be provided to the aircraft executing a go-around:
ATCO (Traffic ID) traffic, (Type), departing runway (10L/28R), maintain visual separation, beware of wake turbulence (when applicable), classified as HEAVY.
ATCO PTATC, traffic, B757 departing runway 10L, maintain visual separation, beware of wake turbulence.
3.8.1.2. Information to be provided to the aircraft taking off:
ATCO (Traffic ID) traffic, (Type), departing runway (10L/28R), maintain visual separation, beware of wake turbulence (when applicable),
ATCO PTATC, traffic, B757 starting a go-around from runway 28L, maintain visual separation, beware of wake turbulence.
|
|
|
4.1. The minimum ATS surveillance separation on final approach shall be 3 NM.
4.2. Application of reduced separation minima between aircraft using the same runway (RRSM)
4.2.1. RRSM may be applied between an aircraft taking off and a subsequent landing aircraft, between two aircraft taking off on the same runway, or between two aircraft landing on the same runway, provided the following conditions are met:
4.2.1.1. During the day, from 30 minutes after sunrise until 30 minutes before sunset.
4.2.1.2. Wake turbulence separation minima must be applied;
4.2.1.3. Visibility must be at least 5 km, and the ceiling must not be lower than 300 meters (1000 feet);
4.2.1.4. The tailwind component must not exceed 3 knots;
4.2.1.5. A minimum separation will still be maintained between two departing aircraft immediately after the second aircraft’s takeoff;
4.2.1.6. Braking action must not be adversely affected by runway contaminants such as ice, snow, or water; and
4.2.1.7. Information about RRSM application will be icluded in an ATIS message.
4.2.2. RRSM will be applied when the runway in use is still occupied by other traffic, provided there is reasonable assurance that the following separation distances will be maintained:
4.2.2.1. RUNWAY 10R/28L
4.2.2.1.1. LANDING AFTER LANDING: The preceding aircraft has passed a point at least 2,400 meters from the threshold of the runway in use (TWY CC for RWY 10R or TWY G for RWY 28L), is in motion, and will vacate the runway without backtracking. 4.2.2.1.2. LANDING AFTER TAKEOFF: The preceding aircraft has passed a point at least 2,400 meters from the threshold of the runway in use (passing TWY CC for RWY 10R or TWY G for RWY 28L).
4.2.2.1.3. TAKEOFF AFTER TAKEOFF: The preceding aircraft has passed a point at least 2,400 meters from the threshold of the runway in use (passing TWY CC for RWY 10R or TWY G for RWY 28L).
4.2.2.2. RUNWAY 10L/28R
4.2.2.2.1. LANDING AFTER LANDING: The preceding aircraft has passed a point at least 2,400 meters from the threshold of the runway in use (TWY O for RWY 10L or TWY DD for RWY 28R), is in motion, and will vacate the runway without backtracking. 4.2.2.2.2. LANDING AFTER TAKEOFF: The preceding aircraft has passed a point at least 2,400 meters from the threshold of the runway in use (passing TWY O for RWY 10L or TWY DD for RWY 28R).
4.2.2.2.3. TAKEOFF AFTER TAKEOFF: The preceding aircraft has passed a point at least 2,400 meters from the threshold of the runway in use (passed Taxiway O for RWY 10L or Taxiway DD for RWY 28R).
4.2.3. ATC will provide traffic information to the succeeding aircraft when issuing the landing or takeoff clearance, as applicable. The following examples illustrate the standard phraseology to be used for reduced runway separation:
4.2.3.1. LANDING AFTER TAKEOFF: “(Call sign), cleared to land runway 28L, wind 230 degrees at 6 knots. MD11 departing ahead.”
4.2.3.2. LANDING AFTER LANDING: “(Call sign), cleared to land runway 10R, wind 090 degrees at 11 knots. B747 ahead, vacating the runway.”
4.2.3.3. LANDING AFTER TAKEOFF: “(Call sign), cleared to land runway 28R, wind 230 degrees at 6 knots. MD11 departing ahead.”
|
5 Dependent Parallel Departures
|
5.1. Dependent Parallel Departures will be used on the set of runways 10R/10L and 28L/28R and may be used when there is a lack of balance in the number of landings and takeoffs.
5.2. Aerodrome operating minima must be at least 5000 m visibility and 1000 ft ceiling.
5.3. Takeoff paths between runways must differ by at least 15 degrees up to a maximum of 2 miles from the DER (Departure End of Runway).
5.4. Operation information for dependent parallel departures in progress will be available on ATIS/D-ATIS, or in case of unavailability, via VHF.
5.5. The crew must not at any time exceed the extended runway center line of the designated runway towards that of the adjacent runway.
5.6. In the dependent parallel departures, the pilot-in-command SHALL:
5.6.1. Notify TWR, upon receipt of flight plan authorization, if there is any operational restriction that makes operation on runway 10R/28L unfeasible;
5.6.2. In the case of aircraft code C or D, inform TWR, when requesting taxi, about the impossibility of taking off from the intersection Hotel (runway 10L), Golf (runway 10R) or Papa (runway 28R);
5.6.3. Before takeoff, check that the runway and departure procedure designated by TWR have been correctly selected;
5.6.4. Inform the departure runway upon first contact with São Paulo Control.
|
|
|

16 Operations in Low Visibility
|
16.1. For low visibility operations, the longitudinal separation on final approach will be increased.
16.2. RVR less than 400 m, the aircraft movement must be carried out as follows:
16.3. Landings: Aircraft bound for aprons 1, 2, 3 and 4 must be guided by the “Followme” vehicle, which will be positioned in the intermediate holding position at the intersection of TWY ALFA with TWY JULIET. To enter Apron positions 5, 6 and 7, the aircraft may proceed under its own means, with the exception of positions 501, 502, 502R and 502L, where the “Follow-me” vehicle is mandatory. Aircraft bound for apron 12 will be instructed to follow TWY ALFA and TWY GOLF, remaining before the stop bar for TWR clearance to cross runway. Aircraft cannot proceed via TWY TANGO or TWY UNIFORM. Aircraft bound for apron 13 will follow the same procedures as those heading for apron 12; however, they will be instructed to maintain position at the entrance to apron 12 and wait for the “Follow-me” vehicle.
16.4. Takeoffs: At Aprons 1, 2, 3 and 4, the “Follow-me” vehicle will be positioned in front of the aircraft and, only after clearance by the TWR, will it guide the aircraft to TWY ALFA. At Aprons 5, 6 and 7, there is no need for the “Follow-me” vehicle, with the exception of the exits from positions 501, 502, 502R and 502L, where the “Follow me” vehicle is mandatory until the alignment at TWY ALFA. At Aprons 12 and 13, aircraft should be instructed to follow the “Follow-me” vehicle until they line up on the runway.
16.5. Operations with RVR below 400 m up to 175 m (landing) and/or 75 m (takeoff) will be limited so that a landing or takeoff does not occur until the previous operation is completed, according to the following definitions:
16.5.1. Landing operation: from overhead FAF until the aircraft leaves RWY 10R/28L.
16.5.2. Takeoff operation: from when the aircraft leaves the holding point (position 2 – before the stop bar) until the aircraft crosses the opposite threshold.
16.6. Standard taxi paths must be used.
