1 AUTORIDADE RESPONSÁVEL

1.1. O Serviço de Meteorologia Aeronáutica tem o objetivo de
contribuir para a segurança operacional, regularidade e
eficiência da navegação aérea.

1.2. Este objetivo é alcançado por meio do fornecimento de
informações meteorológicas necessárias ao desempenho
das respectivas funções dos seguintes usuários: operadores, tripulantes de voo, Órgãos do Serviço de Tráfego Aéreo, Órgãos do Serviço de Busca e Salvamento, administração de aeroportos e outras pessoas envolvidas com o desenvolvimento da navegação aérea.

1.3. A autoridade responsável pela administração geral dos serviços de Meteorologia Aeronáutica é o Diretor-Geral do
Departamento de Controle do Espaço Aéreo.

2 TIPOS DE SERVIÇO

São prestados os seguintes serviços de meteorologia
aeronáutica:

Prognósticos meteorológicos para área, rotas e AD;
Informações meteorológicas de planejamento de voo;
Vigilância meteorológica;
Informações meteorológicas através do Serviço Móvel Aeronáutico.

2.1. Centro Meteorológico Integrado (CMI).

2.1.1. O CMI, órgão operacional do CIMAER, tem a finalidade
de integrar o serviço meteorológico de vigilância e previsão nas regiões de informação de voo (FIR), TMA e nos aeródromos em toda sua área de responsabilidade (12ºN 40ºS e 10ºW 80ºW).

2.1.2. Dentre os serviços prestados pelo CMI, destacam-se os seguintes:

Cartas de previsão de fenômenos SIGWX correspondentes as camadas SUP/FL250 FL100/FL450 e FL250/FL630;
Cartas de previsão de ventos e temperaturas em altitude correspondentes aos níveis: FL050, FL080, FL100, FL140, FL180, FL210, FL240, FL270, FL300, FL320, FL340, FL360, FL390, FL450, FL480 e FL530;
Imagens de satélites meteorológicos;
Previsão de Área para Voos em Níveis Baixos;
Previsão de Aeródromo (TAF);
Previsão de condições em rota;
Previsão para Decolagem;
Previsão para Pouso do tipo Tendência;
Previsão de Área GAMET;
Avisos de Aeródromo e de Cortante do Vento;
SIGMET e AIRMET; e
Serviço VOLMET.

2.1.3. Informações meteorológicas através do Serviço Móvel Aeronáutico:

Divulgação de informações meteorológicas utilizando frequências do Serviço Móvel Aeronáutico, divulgando os
INFORMES MET, ESPECIAL, PROGNÓSTICO PARA POUSO TIPO TENDÊNCIA, PROGNÓSTICO DE
AERÓDROMO, EMENDAS, AIRMET, SIGMET, GAMET, METAR, SPECI e TAF.

D-VOLMET
Sistema que transmite mensagens meteorológicas, por intermédio da rede datalink, do tipo METAR/SPECI, TAF e
SIGMET, quando requisitadas no equipamento ACARS MU pela tripulação de bordo da aeronave.

ERAA
Estação de Radiodifusão Automática de Aeródromo capaz de fornecer, por intermédio de mensagem de voz sintetizada, informações meteorológicas do aeródromo e outras informações de interesse do voo. O meio utilizado para acessar as informações é através de frequência VHF e está descrito em publicações pertinentes.

3 ÁREA DE RESPONSABILIDADE

3.1. Os serviços de meteorologia aeronáutica são prestados
em todo o espaço aéreo nacional, incluindo águas territoriais e jurisdicionais, bem como o espaço aéreo que tenha sido objeto de acordo regional de navegação aérea.

4 NOTIFICAÇÃO EXIGIDA DOS USUÁRIOS

4.1. O usuário do Serviço de Meteorologia Aeronáutica que necessite de informações meteorológicas ou de mudanças na prestação do referido serviço deve notificar a autoridade de Meteorologia Aeronáutica.

4.2. Esta notificação, por parte do usuário, será realizada quando:

Novas rotas ou novos tipos de operações forem planejados;
Forem efetuadas mudanças em voos regulares, de caráter permanente; e
Forem planejadas outras alterações que afetem a prestação do referido serviço.

5 SISTEMAS DE OBSERVAÇÃO E PROCEDIMENTOS OPERACIONAIS

5.1. Observação de variáveis meteorológicas:

5.1.1. Devido à variabilidade dos elementos meteorológicos no espaço e no tempo, às limitações das técnicas de observação e às restrições causadas pelas definições de alguns elementos, o valor específico de algum dos elementos dados em um informe deve ser entendido pelo usuário como a melhor aproximação das condições reais no momento da observação.

5.1.2. O vento de superfície é medido por meio de anemômetros. Os indicadores de vento estão situados nas Estações Meteorológicas e nos órgãos de tráfego aéreo, enquanto os sensores estão localizados ao longo das pistas, medindo a direção e velocidade do vento (baseado no norte verdadeiro). Nos aeródromos que operam com pousos de precisão, os sensores anemométricos são
posicionados na zona de ponto de toque.

5.1.3. A visibilidade nos aeródromos é medida por estimativa ou, no caso de aeródromos que operam com pouso de precisão, por transmissômetros.

5.1.4. A altura da base das nuvens é medida por estimativa ou por tetômetros, sendo representativa da área de pouso e decolagem. Nos aeródromos que operam com pouso de precisão, os tetômetros, estão instalados na área do marcador médio do ILS.

5.1.5. A temperatura do ar é obtida, nos principais aeródromos, por sensores termométricos localizados próximos das pistas.

6 SERVIÇOS PRESTADOS NOS AERÓDROMOS

6.1. Órgãos prestadores do Serviço de Meteorologia Aeronáutica nos aeródromos:

6.1.1. Centro Meteorológico de Aeródromo (CMA) - Centro Meteorológico designado para prestar apoio meteorológico à navegação aérea.

6.1.2. Centro Meteorológico Militar (CMM) - Centro Meteorológico designado para prestar apoio meteorológico específico à aviação militar nas Alas, Bases Aéreas ou Unidades de Instrução Aérea em que estiver localizado.

6.2. Modalidades de prestação de serviço:

6.2.1. Presencial - Modalidade de prestação de serviço que permite ao usuário interagir com o profissional de meteorologia lotado no órgão prestador do serviço de Meteorologia Aeronáutica.

6.2.2. Autoatendimento - Modalidade de prestação de serviço que permite ao usuário utilizar o terminal de acesso à REDEMET de forma autônoma, consultar as informações meteorológicas necessárias ao planejamento do voo e imprimir, se desejar, o material para compor sua documentação de voo. O autoatendimento também disponibiliza o HelpMet, que possibilita o contato com o CMI, no intuito de dirimir dúvidas a respeito das condições meteorológicas para planejamento do voo.

7 OBSERVAÇÕES E INFORMES METEOROLÓGICOS

7.1. Estações Meteorológicas

7.1.1. Estação Meteorológica de Superfície (EMS)
Realiza observações meteorológicas, no aeródromo, para fins aeronáuticos e, quando previsto, sinóticos, registra os dados para fins climatológicos, confecciona e divulga informes meteorológicos (METAR e SPECI).

7.1.2. Estação Meteorológica de Superfície Automática (EMS A)
Realiza observações meteorológicas, no aeródromo, para fins aeronáuticos, confecciona e divulga informes meteorológicos (METAR AUTO e SPECI AUTO), sem intervenção humana, desde que esteja conectada ao Banco Internacional de Mensagens OPMET (Banco OPMET).

7.1.3. Estação Meteorológica de Altitude (EMA)
Realiza observações meteorológicas do ar superior, coletando, por meio de radiossondagem, dados de temperatura, umidade e pressão, bem como valores de direção e de velocidade do vento, nos diversos níveis e divulga os informes meteorológicos (TEMP e PILOT).

7.1.4. Estação de Radar Meteorológico (ERM)
Local destinado a abrigar os equipamentos que compõem o Radar Meteorológico e, por intermédio de telecomandos e teleoperação provenientes de um centro meteorológico, iniciar os movimentos necessários para a varredura da atmosfera e, consequentemente, a geração de produtos radar visando o apoio às operações aéreas.

9 REDEMET

9.1. É o portal de Meteorologia Aeronáutica do COMAER que disponibiliza dados meteorológicos de superfície e de altitude, observados e previstos, recebidos da rede de Estações e de Centros Meteorológicos do SISCEAB e do Sistema Mundial de Previsão de Área, possuindo terminais
em todos os aeroportos brasileiros.

9.2. O usuário pode consultar os produtos separadamente ou de forma agregada, por intermédio da ferramenta “Autoatendimento”, gerando a documentação de voo.

10 REDE DE RADARES METEOROLÓGICOS

10.1. Os Radares Meteorológicos são operados pelo Centro Meteorológico Integrado (CMI).

10.2. Os produtos dos Radares Meteorológicos são disponibilizados na REDEMET, apresentando dados de refletividade (intensidade das formações meteorológicas), potencial de precipitação (quantidade de água precipitável), velocidade radial (deslocamento das formações
meteorológicas) e velocidade espectral (turbulência).

11 INFORMES DE AERONAVES

A transmissão de aeronotificações (AIREP) é obrigatória nos pontos de notificação ATS/MET indicados nas cartas de rotas e na parte ENR 3 da AIP, conforme simbologia apropriada.

12 BANCO OPMET DE BRASÍLIA

O Banco Internacional de Dados Operacionais de Meteorologia tem as seguintes funções:

a) Recepção, seleção, armazenamento e envio automático de informações meteorológicas para atender a aviação nacional e de toda a Região CAR/SAM;

b) Reconhecimento das mensagens de solicitação de informações meteorológicas, recebidas via AFTN; e

c) Envio automático de informações meteorológicas ao destinatário assinante da AFTN, que as tenha solicitado, com possibilidade de envio adicional a outros destinatários.
