1.1. The Aeronautical Information Service, which is provided by DECEA, is responsible for receiving, verifying, validating and disseminating aeronautical data and information, in addition to processing, analyzing and forwarding all flight intentions throughout the Brazilian territory, including territorial and jurisdictional waters, as well as the airspace covered by international air navigation agreements. In addition, it must ensure that aeronautical data and information are available to the components of the Global ATM, complying with the quality requirements established for such data and information.

It consists of the DECEA Operations Subdepartment (SDOP), Aeronautical Cartography Institute (ICA), Air Navigation Management Center (CGNA), Integrated Air Defense and Airspace Control Centers (CINDACTA), Southeast Regional Airspace Control Center (CRCEA SE), International NOTAM Center (NOF), Aeronautical Information Management Subdivisions (AIM), Aeronautical Information Centers (C-AIS) and national and international AIS Rooms.

The Aeronautical Information Service is responsible for the collection and dissemination of information for the entire territory of Brasil and for the airspace over the high seas encompassed by the Brazilian Flight Information Region in accordance with the regional air navigation agreement.

3.1. Aeronautical information products consist of aeronautical data and information provided as digital data sets or in a standardized presentation consisting of the following elements:
- Aeronautical Information Publication (AIP); - Supplement to the AIP (AIP SUP); - NOTAM and Pre-flight Information Bulletins (PIB); - Aeronautical Information Circulars (AIC); and - Checklists and summaries. NOTAM and the related monthly checklists are issued via the Aeronautical Fixed Service (AFS), while all other AIS products are distributed by website AISWEB (https://aisweb.decea.mil.br/). |
3.1.1. Aeronautical Information Products that are provided in digital format are designed so that they can also be viewed on electronic devices.

The AIP is the basic aviation document intended primarily to satisfy international requirements for the exchange of permanent aeronautical information and long duration temporary changes essential for air navigation.
The AIP is available in an digital form that allows for printing on paper, for use in international and domestic operations, whether the flight is a commercial or a private one. The eAIP is published on the operational website https://aisweb.decea.mil.br/eaip |
Contains permanent changes published in the AIP. Each AMDT is published with a serial number, which is consecutive based on the calendar year, for example:
a) AMDT AIP 01/20; b) AMDT AIRAC AIP 01/20. On each page of an AMDT AIP, its publication date is shown. Each page of the AIP and each replaced page of the AIP introduced by an amendment is dated. The date consists of the day, month (by name) and year of the publication date (AMDT AIP) or effective date of the AIRAC information (AMDT AIRAC AIP). The non-AIRAC AIP amendment (AMDT AIP), which is published at regular intervals according to GEN 0.1, incorporates permanent information into the AIP on the indicated publication date; The AIRAC AIP amendment (AMDT AIRAC AIP), which is published in accordance with the AIRAC system, under the acronym AIRAC and incorporates into the AIP the changes important to operations on the indicated effective date contained in the AIRAC calendar. The information included is identified by a vertical line in the left margin of the new or modified information. With each AMDT, a list is published containing the pages to be destroyed and the pages to be inserted, as well as a checklist of the pages in force, which are part of the AIP. Said lists contain the page number and the date of publication or entry into force of the information (day, month (in full) and year). When an AMDT is not published within the established interval or on the date of publication, a NIL (Nothing to Report) notification must be disseminated by means of a NOTAM, in clear language. |
Temporary changes of long duration (three months and longer) and information of short duration consisting of extensive texts and/or graphics, that supplement the permanent information contained in the AIP are published as AIP Supplements (AIP SUP).
Operationally significant temporary changes to the AIP are published in accordance with the AIRAC system and its established effective dates and are identified clearly by the acronym AIRAC AIP SUP. AIP Supplements are separated by information subject (General – GEN, En-route – ENR and Aerodromes - AD) and are placed accordingly at the beginning of each AIP part. An AIP Supplement is kept in the AIP as long as all or some of its contents remain valid. The period of validity of the information contained in the AIP Supplement will normally be shown in the supplement itself. NOTAM may be used to indicate changes to the period of validity or cancellation of the supplement. The checklist of AIP Supplements currently in force is issued in the monthly printed plain-language summary of NOTAM in force. See item 3.1.3.7 Checklist and Summary of Notam. |
NOTAM contain information concerning the establishment, condition or change in any aeronautical facility, service, procedure or hazard, the timely knowledge of which is essential for personnel concerned with flight operations. The text of each NOTAM contains the information in the order shown in the ICAO NOTAM Format and is composed of the significations/uniform abbreviated phraseology assigned to the ICAO NOTAM Code complemented by ICAO abbreviations, indicators, identifiers, designators, call signs, frequencies, figures and plain language.
NOTAM given international distribution contain full information on all airports, facilities, services and procedures available for use by international civil aviation. These NOTAM are issued by Brasil NOFand distributed in five series, each one corresponding to the airspace covered y a FIR, as follows: Series I – RECIFE FIR (SBRE) Series J – BRASÍLIA FIR (SBBS) Series K – CURITIBA FIR (SBCW) Series N – ATLÂNTICO FIR (SBAO) Series O – AMAZÔNICA FIR (SBAZ) NOTAM given national distribution contain information of concern to aircraft other than those engaged in international aviation. These NOTAM are distributed in five series, each one corresponding to the airspace covered y a FIR, as follows: Series A – FIR ATLÂNTICO (SBAO) Series B – FIR RECIFE (SBRE) Series E – FIR CURITIBA (SBCW) Series F – FIR BRASÍLIA (SBBS) Series G – FIR AMAZÔNICA (SBAZ) Each NOTAM is assigned a consecutive serial number preceded by a letter indicating the series. The serial numbers start with number 001 at 0000 UTC on 01 January every year. |
Pre-flight Information Bulletins (PIB), which contain a summary of current NOTAM and other information of urgent character for the operator and flight crews, are available at the aerodrome AIS units. The area covered by the information contained in the PIB is indicated under 5 of this
subsection. |

The AIC contains information on the long-term forecast of any major change in legislation, regulations, procedures or facilities; information of a purely explanatory or advisory nature liable to affect flight safety; and information or notification of an explanatory or advisory nature concerning technical, legislative or purely administrative matters, which are inappropriate to AIP or NOTAM.
AICs are divided by subject and are issued in two series (A and N). AIC Series A contains information affecting international civil aviation and is given international distribution, while AIC Series N contains information affecting national aviation only and is given national distribution AIC Series A is issued to foreign users and to international AIS units and AIC Series N is issued to Brazilian users only. AIC Series A is bilingual (Portuguese/English) and Series N is issued in Portuguese only. Each AIC is numbered consecutively within each series on a calendar year basis. The year is indicated by digits and is a part of the serial number of the AIC, for example: AIC A 10/18; AIC N 10/18 |
A checklist of NOTAM in force is issued monthly, through AFS. Including the number of the effective NOTAM and information on the number of the latest issued AIP AMDT, AIRAC AIP AMDT and AIC, as well as numeric list of AIP SUP in force.
The checklists are issued on the first day of every month and they contain the numbers of the NOTAM currently in force. Brasil does not publish the monthly summary, see item 3.7 Checklist and Summary of NOTAM. |
4.1. In order to control and regulate the operationally significant changes requiring amendments to charts, manuals etc, such changes, whenever possible, will be issued on predetermined dates according to the AIRAC system.This type of information will be published as an AIRAC AIP AMDT or an AIRAC AIP SUP.

4.2. AIRAC information will be published so that it is received by the user at least 28 days in advance and for major modifications at least 56 days before the effective date. On the AIRAC effective date, an initiating NOTAM will be published with a brief description of the content, effective date and reference number of the AMDT AIRAC AIP or SUP AIRAC AIP that will come into effect on that date. The initiating NOTAM will remain in force as a warning in the PIB until the information is incorporated into the publications.
If no information is submitted for publication on the AIRAC date, a NIL notification will be issued by NOTAM not later than one AIRAC cycle before the AIRAC effective date concerned. |
4.3. DECEA publishes the AIRAC effective dates for the coming years on the AIS Portal.

Post-flight Information Forms (IEPV 53-11) for the reporting of all incidents taking place during the flight and information concerning deficiencies found at the air navigation facilities are available at all AIS Aerodrome Units and must be filed with the AIS unit operator on duty.
