MODIFICATION OF THE NATIONAL NOTAM SERIES

1 PRELIMINARY PROVISIONS

1.1 PURPOSE

The purpose of this Aeronautical Information Circular (AIC) is to disclose the updates that will be implemented in the national NOTAM Series and provide other related clarifications.

1.2 SCOPE

This AIC applies to users who use, in the performance of their duties, the NOTAM Aeronautical Information product.

1.3 DEFINITIONS & ABBREVIATIONS

1.3.1 DEFINITIONS

1.3.1.1 AISWEB
Official aeronautical information source of Brazil, which enables the user to obtain access to aeronautical information products and services available on the internet (https://aisweb.decea.mil.br) or on intraer (http://aisweb.decea.intraer/).
1.3.1.2 DATA SET
A grouping of data ordered and described according to a pre-stablished model.
1.3.1.3 AIP AMENDMENT
Permanent changes to the information contained in the AIP.
1.3.1.4 DIGITAL AMENDMENT (D-AMDT)
This is a data update package in digital format that is always effective on Thursdays and published 120 hours in advance.
1.3.1.5 JURISDICTION
For the purpose of this instruction JURISDICTION is the airspace under the responsibility of Brazil, in which the Air Traffic Service is provided (flight information activities, alerting, air traffic advisory, air traffic control (area control, approach control or aerodrome control).
1.3.1.6 NOTAM
A notice distributed by telecommunication means containing information concerning the establishment, condition or change in any aeronautical accident facility, service, procedure or risk, the timely knowledge of which is essential to personnel engaged in air operations.
1.3.1.7 NATIONAL NOTAM
NOTAM issued by Brazil, in the portuguese language, whose purpose is to disclose information of interest to national aviation.
1.3.1.8 REGIONAL ORGANIZATION
A Military Organization, subordinated to DECEA, responsible for providing air navigation services in a given area of the national territory. The Regional Organizations are CINDACTA and CRCEA-SE.
1.3.1.9 AERONAUTICAL INFORMATION PRODUCT
Aeronautical data and information provided in the form of a digital data set or in a standard presentation in paper or electronic format, which include: AIP, AIP Amendments, AIP Supplements, AIC, NOTAM, Aeronautical Letters, ROTAER, Digital Amendment (D-AMDT), AIXM and Digital Data Set.
1.3.1.10 FLIGHT INFORMATION REGION (FIR)
Airspace of defined dimensions within which flight information and alerting services are facilitated.
1.3.1.11 ROTAER
It is an AISWEB feature that discloses information about civil and military aerodromes contained in DECEA's aerodrome database, and allows convenient and fast queries, according to the user's needs.
1.3.1.12 NOTAM SERIES
A classification assigned to NOTAM in order to facilitate its identification and selective distribution, according to criteria established by each signatory State of OACI.

2 GENERAL DISPOSITIONS

2.1 BACKGROUND

2.1.1. Currently, Brazil adopts six series for identification and distribution of national NOTAM, five of them corresponding to the area of jurisdiction of regional organizations and one corresponding to the whole national territory.
2.1.2. In order to improve the selective distribution of NOTAM and, in accordance with the recommendations of Doc 8126, Brazil has restructured the national NOTAM series, which will coincide with the area covered by an FIR.

NOTE: As a consequence, the Delta (D) and Zulu (Z) series will be extinct and the Alpha (A) series will be created.

3 SPECIFIC PROVISIONS

3.1 NEW STRUCTURE OF THE NATIONAL NOTAM SERIES

3.1.1.

With the restructuring, all aeronautical information disclosed by NOTAM will be issued in the corresponding FIR series from 23 FEB 2023.

 
3.1.2. The series will be five in number, each corresponding to the space covered by an FIR

3.1.3. Information regarding NOTAM of the Delta series (D) will be disclosed in the series corresponding to the Brasilia or Curitiba FIR, according to the geographic location of the event.
3.1.4. The information regarding Atlantic FIR previously published on Bravo series (B) will be published on Alpha series (A).
3.1.5. All NOTAM that met the requirements to be published in the Zulu series will be redistributed according to the new criteria defined in item 3.1.1.
3.1.6. The cancelling NOTAM will present in field E (text) the following phrase: NOTAM CNL DUE TO SERIES CHANGE, in order to clarify that the contents of the cancelled NOTAM will be reissued in the corresponding series.

3.2 NOTAM CONSULTATION

3.2.1. In searches by specific and advanced NOTAM, you will note the correction of the NOTAM office, unified for the SBRJ indicator, consistent with the current configuration of the NOF Brazil. NOTAM issued before the series changes will be available for consultation, in the previous conditions, by advanced search on the AISWEB Portal.
3.2.2. All NOTAM in force prior to the changes will be cancelled and, in their place, a NOTAM N will be issued with the same contents in the corresponding new series gradually.
3.2.3. The valid Zulu NOTAM shall be cancelled and their contents will be gradually informed in the new corresponding series during the month of January, 2023.

4 FINAL PROVISIONS

4.1. DECEA will modify ICA 53-1 (NOTAM), which will establish updated procedures for the dissemination of the new NOTAM series.
4.2. DECEA provides a communication channel through the DECEA Help Desk, whose mission is to gather and make available content from operational areas and administrative support to users of the Brazilian Airspace Control System (SISCEAB) at the following electronic address: https://ajuda.decea.gov.br/.
4.3. The provisions contained in this Circular do not exclude responsibilities provided in other Standards.
4.4. Cases not foreseen will be resolved by the Chief of DECEA's Operations Subdepartment.
